Full-Time Street & Parks Technician
Job Summary
Under general supervision of the Director of Public Works and the Streets and Parks lead worker; performs work involving operation, maintenance, and construction necessary to properly operate and maintain the streets, parks, and cemetery and performs related work as required.

Job Functions
Examples of Essential Job Functions:
· Constructs, inspects, and maintain street surfaces, curb and gutters, sidewalks, storm sewers, and city parks.
· Completes the cleaning of streets including removal of snow from streets and sidewalks.
· Maintenance of equipment, buildings and grounds owned and operated by the city.
· Operates equipment in loading trucks and hauling dirt, sand, or snow.
· Operates tractors, graders, street sweepers, mowers, trucks, and other equipment throughout the city.
· Performs miscellaneous concrete and carpentry work;
· Performs a variety of grounds maintenance, general maintenance and construction work.
· Designs and fabricates equipment as needed;
· Maintains equipment and materials inventory.
· Conducts safety inventories and performs inspections.
· Perform repairs or preventive maintenance on equipment by replacing parts, installing batteries and tires, identifying malfunctions, analyzing failures.
· Requires the ability to work with the public in a professional manner, work in a team environment with all departments throughout the city, as well as the ability to work independently.
Requirements: Ability to operate end loaders, skid loaders, tractors, mowers, alley graders, sickle mowers, oil distributors, rollers, and other equipment as needed. Ability to safely:
· Prune and trims trees
· Fabricate and install street name and traffic signs
· Apply chemicals
· Builds culverts
· Repair and replace storm sewers, intakes and catch basins
· Repair and maintain park equipment including play equipment, tables, ball diamonds and tennis courts
· Mows grass; rakes leaves; performs snow removal
· Install, maintain, and repair traffic equipment and pavement markings; and performs other manual labor and related duties as required.
Physical and Environmental Characteristics
Required Physical Activities: Balancing, climbing, crawling, feeling, fingering, grasping, hearing, kneeling, lifting, pulling, pushing, reaching, standing, stooping, talking, walking, and repetitive motions.
Physical Characteristics of Work: Ability to pass PCP (Physical Capacity Profile) Level 5 Very Heavy work requiring exertion up to 100 pounds of force occasionally, and/ or up to 50 pounds of force frequently, and/ or up to 20 pounds of force constantly to move objects.
Vision Requirements: The minimum standard of vision for those whose work deals with machines such as lathes, drill presses, power saws, or mills where the seeing job is at or within arm’s reach. Also, the ability to use depth perception and peripheral vision, when dealing with objects at a greater distance. Examples include mechanics and skilled trades people and those who do work of a non-repetitive nature such as carpenters, technicians, service people, plumbers, painters, mechanics, heavy equipment operators, crane operators, truck drivers, etc.
Environmental Conditions: The work is subject to both inside and/or outside environments and includes being exposed to heat and cold, noise, water borne hazards, mechanical hazards, chemical hazards, vibration, oils, or electrical hazards, atmospheric conditions that affect the respiratory system or skin, requirement of wearing a respirator or self-contained breathing apparatus and isolation.
Employment Standards
Minimum Education, Experience, and Training: Successful completion of high school or G.E.D.; preferably three years’ experience in the operation of motorized construction equipment and in the construction trades: use of hand tools, and equipment used in maintenance and repair of buildings and grounds. Use of equipment and hand tools used in the maintenance and repair of vehicles and other motorized and non-motorized equipment. Ability to read and write.
Licenses and Certificates: Possession of, or ability to obtain, a grade B Iowa Commercial Driver’s License (ICDL), and appropriate endorsements within six months of appointment.
Knowledge, Abilities, and Skills: Knowledge of safe working practices involving public works, Knowledge in the operation and maintenance of equipment similar to assignment. Knowledge of occupational hazards, and safety precautions applicable to the assigned equipment. Ability to make repairs and adjustments to that equipment.
Knowledge of the types of common hand tools, materials, and standard equipment used in the general maintenance, construction, and repair; knowledge of the precautions necessary to work safely with and around mechanized construction and maintenance equipment. Skill in the use of hand tools and the operation of small power equipment.
Ability to lead a small crew of manual laborers; ability to perform manual tasks involving physical strength and endurance under variable weather conditions; ability to understand and carry out specific verbal or written instructions in English.
Availability for Work: Must be able to be on call and available for work regardless of time of day, day of week, or any holidays. Must obtain residence within a reasonable distance of the Eldora City Limits, within six months of appointment.
