City-Wide Garbage FAQs

Before diving into the FAQs for the garbage proposal, we want to take a moment to remind all residents that this initiative has been a work in progress, and nothing has been finalized yet.

Our dedicated staff has been working through various options for implementing a city-wide garbage system. We've consulted with surrounding communities, sought expert advice, and collaborated with our legal team to ensure that any decision made is in the best interest of our community.

We understand that there were concerns raised during Tuesday's public hearing, and we want to assure you that we are carefully considering all the questions and feedback that were brought up. Your input is invaluable to us, and we're committed to addressing your concerns and finding the best possible solution for Eldora.

Why is this proposal being considered?

Last year, we embarked on a rural housing assessment survey, and from the data collected, a rural housing committee was formed, focusing on various aspects, including the cleanup of our beloved Eldora. It's no secret that we've been facing challenges with blight and garbage accumulation in our community.

What was the process for choosing the garbage company?

The process for selecting the garbage company involved a thorough and transparent approach. We initiated the process by sending out Request for Proposals (RFPs) to the six garbage companies servicing Eldora. City staff diligently compiled and analyzed the data from these proposals, which were then discussed in open meetings by the Utilities Committee. These meetings were accessible to the public, with participation from both garbage companies and concerned residents. After careful deliberation in two committee meetings, the Utilities Committee concluded with two recommendations presented to the City Council for consideration. Ultimately, the City Council voted in favor of choosing Knight Sanitation and initiating contract negotiations to implement city-wide garbage services.

Who will be required to participate?

The garbage service will be added to residential properties. Businesses and multi-family rentals and apartments are exempt and can select their own garbage provider.

If I’m a business or multi-family rentals/apartments, can I opt in to participate?

Yes! Please contact our Deputy Clerk Jamie at 641-939-2393 if you wish to opt in.

How much will this service cost?

The garbage service package, encompassing a provided roll container, weekly pickups, two annual clean-up events, landfill usage, and billing fees, will be priced at $15.50.

Will I be provided a container?

Yes. You will receive a 95-gallon container. You can opt in to a 65-gallon, but the price will be the same.

Are there accommodations for the elderly/disabled?

Yes. The garbage company will be required to provide accommodations for those that cannot bring their carts to the curb.

What if I already have a dumpster?

We will have an exemption process that residents can apply for to see if they qualify for having a dumpster.

What if I travel and don’t need the service year-round?

No problem! We'll adhere to the same procedure used for water and sewer services, allowing you to contact City Hall to request utility disconnection. Presently, the disconnection fee for water/sewer is $30, and the reconnection fee is also $30. There won't be any charges for pausing your garbage service. When you disconnect services, including water, sewer, recycling, and garbage, all services will be paused.

How will this help with blight issues?

This service will significantly contribute to addressing blight issues in our community by providing residents with access to fair and affordable weekly garbage service. Additionally, the option for bulk waste pick-up, as needed, will enhance convenience for curbside disposal, thereby helping to reduce blight and maintain the cleanliness of our neighborhoods.

Is this legal for the city to implement?

The City of Eldora is committed to ensuring that all initiatives are conducted in accordance with state laws and regulations. Implementing a city-wide garbage service is not only legal but also a common practice in many municipalities across Iowa.

Under Iowa law, cities have the authority to contract with waste management companies to provide garbage collection services to residents. This authority is granted to municipalities to maintain public health, safety, and the overall well-being of the community.

We understand there may be concerns or misconceptions about the legality of this program, but rest assured, the City of Eldora is dedicated to following proper procedures and upholding the law in all of its endeavors.

What happens with the other garbage companies?

Other garbage companies will retain the ability to offer their services to rental and commercial properties within Eldora.

Will there be any exemptions?

Yes, there will be exemptions to the city-wide garbage service. Multi-family rentals/apartments or commercial properties will automatically be exempt from the service. For residents who wish to have a dumpster, an exemption process will be in place. Residents must apply for the exemption, and there will be an approval process to determine eligibility.
